Overview
Quazi Azher Ali, a distinguished educationist, social worker, and former secretary, was the founder and first honorary Vice-Chancellor of Bangladesh University, and the founding Chairman of Mohammadpur Preparatory School and College. He also founded numerous other educational institutions.
Early Life & Education
Born in 1931 in Syed Mohalla village of Bagerhat district, he completed his Honours and Master’s from the University of Dhaka and began his teaching career in 1956.
He later earned Master’s degrees from the University of Cambridge (England) and Harvard University (USA), reflecting a lifelong commitment to academic excellence.
Civil Service Career
In 1958, he joined the Pakistan Civil Service (CSP) and subsequently served in key positions under the Government of Bangladesh.
He served as Secretary to six ministries, Additional Secretary to the Economic Relations Division, Member of the Planning Commission, and Director General of Bangladesh Rural Development Academy (BARD). He also held leadership roles in the Power Development Board, Trading Corporation of Bangladesh, Tea Board and Tea Research Institute, and the Bangladesh Agricultural Development Corporation.
His administrative journey included serving as Chairman of Narayanganj Municipality, Deputy Commissioner of the greater Rangpur and Comilla districts, Additional Deputy Commissioner of Dhaka, and Sub-Divisional Officer (SDO) of Rajbari.
Additionally, he chaired the Chittagong Development Authority (CDA) and the Rajshahi Development Authority (RDA), guiding critical urban development initiatives.
International Representation
He represented Bangladesh internationally as a Director of the Asian Development Bank (ADB), extending his contributions beyond national boundaries.
Patriotism & Public Engagement
From his student life, he was a conscious and patriotic citizen. He actively participated in the Pakistan Movement, the Language Movement, and the 1970 general elections. During the Liberation War of Bangladesh, he played an important role in supporting the freedom struggle.
Scholarship & Writings
Alongside public service, he nurtured a deep passion for education and literature. His autobiographical work “Tinkal” and 35 other books in Bangla and English have been published. He was also a regular contributor of essays and articles to various newspapers and journals.
Educational Contributions
He played a remarkable role in expanding education in Bangladesh. He founded the Bangladesh Institute of Administration and Management (BIAM) and established Mohammadpur Preparatory High School, which later won the “Best School Award” twice. He served as its Chairman for 35 years.
Beyond Dhaka, he established numerous institutions across Chittagong, Bogura, Rangpur, Narayanganj, Pabna, Gaibandha, Madaripur, and Bagerhat, remembered for his dedication, hard work, and farsightedness in promoting education.
Later Years & Legacy
After retiring from government service, he served as a member of Bangladesh Medical College and as Vice President of the Heart Foundation. His character embodied integrity, humanity, patriotism, and a strong sense of duty.

Early Life & Education
Prof. Alam was born on 26 February 1957 in a small village at Keshabpur, Jashore, Bangladesh. He completed his B.Sc. (Hons) and M.Sc. in Fisheries from Bangladesh Agricultural University (BAU), securing the top position in both examinations in 1979 and 1980.
He obtained his Ph.D. in Brackishwater Aquaculture from University Pertanian Malaysia (UPM) in 1993, strengthening his expertise in aquatic research and development.
Academic & Administrative Career
Before joining as Vice-Chancellor, Prof. Alam served as a Professor in the Department of Fisheries Biology and Aquatic Environment at Gazipur Agricultural University (the then Bangabandhu Sheikh Mujibur Rahman Agricultural University) for nearly 11 years (May 2011 – February 2022).
Alongside teaching, he secured numerous research grants from national and international agencies and supervised many graduate students. He also received the World Bank/UGC funded HEQEP (Window-1) Project as a Sub-Project Manager.

As a Major, he served as a faculty member in the Tactics Wing of the School of Infantry and Tactics, where he taught officers of the Bangladesh Armed Forces and allied countries how to plan, design, and execute battles at the tactical level.
He later became the Chief Instructor of the Weapon Wing, where he contributed to developing expertise in weapon systems, firepower management, and battlefield effectiveness.
Before his retirement in July 2017, he served as a faculty member of the Armed Forces War Course at the National Defence College. In this prestigious appointment, he trained senior officers in:
